On June 3, 2026, Herzog & de Meuron was selected to revitalize the Palace of Congresses building in Tirana, Albania. The Swiss practice won the international competition to transform the landmark cultural venue of the Albanian capital, proposing a careful revitalization alongside a new mixed-use tower and public landscape.

With a gross floor area of approximately 55,000 sqm, the project not only renovates the existing Palace of Congresses but also introduces a multifunctional tower accommodating offices and a hotel, complementing the revitalized congress center. Rising from a podium integrated into the broader cultural complex, the tower creates a mixed-use destination intended to support activity beyond event programming.

Its faceted geometry and repetitive structural grid draw on vernacular construction logics, according to the architects, while establishing a distinctive new landmark within Tirana's evolving skyline.

The winning scheme adopts a restrained approach that preserves the identity of the Palace of Congresses while strengthening its relationship with the city. Originally conceived as an innovative building of its era, the complex remains a significant architectural and historical witness to Albania’s recent past. Herzog & de Meuron’s proposal focuses on enhancing its public role through strategic upgrades and new urban connections.
在本方案中,核心策略是一套重塑场地与周边环境关系的景观设计。通过一系列缓缓下沉的台地空间,形成一个尺度开放的公共前场,在主入口前设置面向公众开放的“国会花园”(Palace Garden)。该景观由成熟树木与步行路径围合,营造出一个具有开放性的城市公共环境,既可承载日常使用,也可用于大型文化活动与集会,以提升场地的城市活力与公共性。
At the heart of the project is a landscape strategy that reshapes the relationship between the site and its surroundings. A series of gently descending terraces creates a generous public forecourt that extends into what the architects describe as a Palace Garden, located at the building’s main entrance and open to the public. Framed by mature trees and pedestrian pathways, the landscape introduces a welcoming civic environment designed to accommodate everyday use as well as larger cultural gatherings, enhancing the site’s urban vitality and public character.

At its base, stepped public spaces and landscaped terraces connect the tower to the Palace of Congresses, ensuring the new addition remains part of a unified urban ensemble.

The new public realm softens the monumentality of the existing building and establishes a gradual transition between the city and the congress center. Ground-floor spaces open directly onto the landscape, encouraging greater permeability and activating the edges of the complex throughout the day.
更新后的公共室内空间围绕一个宽敞的中央中庭组织展开,在既有结构体系之下,将展览空间、公共活动区域与人流动线进行整合与重构,形成连续且开放的内部公共界面。
Renderings reveal restored public interiors organized around a spacious central atrium, where exhibition spaces, gathering areas, and public circulation are brought together beneath the existing structural framework of the building.

项目同时增设六间会议厅,总容纳人数约1600人,以满足多样化会议与文化活动需求。舞台空间被重新塑造为一个更具空间表现力的文化场所,采用温润的木质饰面与雕塑化的天花系统,在引入自然采光的同时优化整体声学性能,使其在功能更新的基础上进一步强化空间的公共性与体验质量。
Interventions within the building include the addition of six conference rooms with a total capacity of around 1,600 people, supporting a wider range of conferences and cultural events. The main auditorium is reimagined with warm timber finishes and a sculptural ceiling canopy that introduces natural light while improving the acoustic experience, further enhancing the quality of public use and spatial experience.

According to Herzog & de Meuron, the redesign intervenes in the existing building only where necessary. The proposed concept aims to preserve the identity of the existing building through minimal interventions, while respecting the historical and architectural values of the Palace of Congresses. The office describes the building as an important witness to the history of both Tirana and Albania, with the renovation seeking not to alter its identity but to reinforce its public functions.
在阿尔巴尼亚首都地拉那快速变化的城市背景下,该获胜方案将国会宫定位为兼具历史纪念性与未来公共活力的城市文化目的地。
Set against the backdrop of Tirana’s rapidly changing cityscape, the winning proposal positions the Palace of Congresses as both a historical monument and an active civic destination for the future.
