Drawing tremendous attention in the industry and having attracted 93 valid applications, the scheme review meeting of the Tender for Architectural Design of Shenzhen 28th Senior High School (Tender Number: 2020-440306-83-01-010030002) was held at Hengfeng Haiyue International Hotel, Bao'an District, Shenzhen on 28th September, 2021. The scheme review result has been published on the official website of Shenzhen Exchange Group Co., Ltd. Bao'an Sub-center.

报名团队需具备国家住房和城乡建设部颁发的建筑行业（建筑工程）甲级资质或以上资质；项目负责人具备国内一级注册建筑师资格。深圳市第二十八高级中学新建工程设计招标，在资质要求严格的条件下，依然吸引到93份有效申请材料，涉及154家公司，9个国家。

The applicant must own a Class-A or higher qualification certificated by the Ministry of Housing and Urban-Rural Development of China in architectural industry (architectural engineering), and the project leader must be the Grade One registered architect in China. Despite such strict application requirements, the Tender for Architectural Design of Shenzhen 28th Senior High School still received 93 valid applications from 154 companies of 9 countries.

中国工程院院士、全国工程勘察设计大师、深圳市建筑设计研究总院有限公司总建筑师孟建民，在评审会结束后表示，从资格预审入围的这7个方案的质量上看，本次招标非常成功，方案均体现出较高的设计水准，投标团队也都很有实力。7名投标人均按要求提交了完整投标成果。面对复杂的城市与自然关系，各方案从不同角度介入场地，为未来高中校园的建设提供了多样化思路，也为下一步的工作奠定了良好基础。

After the scheme review meeting, MENG Jianmin, academician of Chinese Academy of Engineering, National Engineering and Design Master and chief architect of Shenzhen General Institute of Architectural Design and Research Co., Ltd. said that considering the quality of these 7 shortlisted schemes from the pre-qualification stage, it is a very successful tender because all the design schemes have shown relatively high design standards and all the bidding teams are very professional. 7 shortlists submitted complete bidding deliverables according to the requirements. Facing the complicated context of the city and nature, every scheme intervenes in the site from different perspectives, providing diverse ideas for building a future high school campus, and has laid a solid foundation for the next stage's work.

The tenderee of the Tender for Architectural Design of Shenzhen 28th Senior High School is the Bureau of Public Works of Bao'an District, Shenzhen. And the Co-organizer is Shenzhen Position Spatial Culture Development Co., Ltd.

项目采用暗标评审。由8名专家（按姓名音序排列：刘珩、孟建民、王方戟、张鹏举、张应鹏、钟兵、周凌、朱亦民）和1名招标人代表（冯强）组成的评标委员会，对7个投标方案进行详细审阅，并提出针对性的评审意见。

The scheme review committee which consists of 8 professional juries (In alphabetical order by name: LIU Heng, MENG Jianmin, WANG Fangji, ZHANG Pengju, ZHANG Yingpeng, ZHONG Bing, ZHOU Ling, ZHU Yimin) and 1 tenderee representative (FENG Qiang) reviewed all the 7 schemes in anonymous format carefully and issued review comments accordingly.

此次评审专家包括中国工程院院士、全国工程勘察设计大师、江苏省设计大师，同济大学、华南理工大学、南京大学、深圳大学等高校著名教授，以及世界知名设计公司中国区建筑设计副总裁等。

The professional juries of this scheme review include academician of Chinese Academy of Engineering, National Engineering and Design Master, Jiangsu Design Master, as well as professors from Tongji University, South China University of Technology, Nanjing University, Shenzhen University, and the architectural design vice president of the Chinese branch of a world-famous design company.

1. 总体功能布局合理，是本次投标中唯一将宿舍生活区布置于北侧的方案。该设计较为巧妙地处理了与周边城市及山水环境之间的关系，形成较为开敞、富有层次变化的校园空间；

1. The overall functional layout of the scheme is reasonable. And it is the only scheme that the living area is arranged on the north side. The scheme skillfully handles the relationship between the campus and the urban and landscaping environment, forming an open and varied campus space;

2. 建筑形式简约且富有变化，有利于装配式建筑的应用实施，同时考虑了建筑造价的经济性；

2. The form of the architecture is clean and full of variety, which is conducive to the later application and implementation of prefabricated buildings. At the same time, the scheme has consideration of the economy of the construction cost;

1. The overall layout shows low intervention in the site. And the scattered layout of buildings ensures the permeability from the west to the east;

2. 运动场和山体的过渡表达出对自然的尊重态度；

2. The transition between the sports ground and the mountain expresses respect to the nature;

3. 体育设施和公共功能空间有在未来对城市开放的可能性。

1. 建议运动区与宿舍区的布局对调，保证与山体连接的同时，更好地呼应湖景；

1. The location of the sports area and dormitory area is suggested to be reversed for better echo with the scenery of the lake while ensuring connection to the mountain;

2. 适当扩大教学区的空间，平衡各个功能区块之间的配比。

1. 方案采用大围合式布局，具有一定空间特色。其外部呼应城市，内部则形成相对安静的校园空间；

1. The scheme adopts a large enclosed layout, which shows a certain type of spatial characteristics. From the outside, it echoes the urban space, and the inside forms a relatively quiet campus space;

2. 整体高度较低，与山水环境形成较好的谐调关系。

2. The heights of the overall buildings are relatively low, which forms a good coordination relationship with the landscape environment.

1. 妥善处理教学楼的朝向等功能问题；

1. Functional arrangements such as the orientation of the teaching buildings should be properly handled;

2. 宿舍区内廊过长，建议将宿舍区分组、分段，以更好地处理与山体之间的视线通廊关系。

深圳市第二十八高级中学位于广东省深圳市宝安区新桥街道，总建筑面积130000平方米（以发改部门批复为准），将建设成为一所72班寄宿制高级中学，提供学位3600个。

Shenzhen 28th Senior High School is located at Xinqiao Sub-district, Bao'an District, Shenzhen, Guangdong. The gross floor area is 130000 square meters (subject to the approval of the Development and Reform Bureau). And it is planned to be a 72-class boarding high school with 3600 students.

本次设计招标包含资格预审、方案投标、定标三个阶段。招标公告发布于2021年7月7日。截至2021年7月30日，共收到93份有效申请材料，涉及154家公司。

The tender includes 3 stages: pre-qualification, design competition and final evaluation. The tender announcement was released on July 7th, 2021. Till July 30th, 2021, 93 valid application documents from 154 companies had been received.

项目资格预审会于2021年8月5日举行。资格预审评审委员会由6名专家（陈泽涛、何健翔、徐千禾、李保峰、魏春雨、朱荣远）及1名招标方代表（冯强）组成。评审委员会对概念提案采取暗标评审，评选出7名无排序的入围投标申请人和2名有排序的备选投标申请人。

The pre-qualification review meeting was held on August 5th, 2021. The pre-qualification review committee consisted of 6 professional juries (CHEN Zetao, HE Jianxiang, HSU Chien-Ho, Li Baofeng, WEI Chunyu, ZHU Rongyuan) and 1 tenderee representative (FENG Qiang). The committee carefully evaluated the anonymous conceptual proposals. 7 shortlisted applicants (without ranking) and 2 alternative applicants (with ranking) have been determined in the pre-qualification stage.
