Pre-Qualification Results Announcement: Tender for Architectural Design of Shenzhen 28th Senior High School

报名团队需具备国家住房和城乡建设部颁发的建筑行业（建筑工程）甲级资质或以上资质；项目负责人具备国内一级注册建筑师资格。深圳市第二十八高级中学新建工程设计招标，在资质要求严格的条件下，依然吸引到93份有效申请材料，涉及154家公司，其中还有3家是普利兹克建筑奖得主团队。有业内人士表示，这一申请数量，在深圳同类招标项目中，或是一个纪录。

The application requirements for this project are that the applicant must be class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering), and the project leader must be be Grade One registered architect in China. Despite such strict application requirements, the project still received 93 valid applications from 154 companies, including 3 Pritzker Prize-winning companies. According to insiders, the number of applicants is a new record for similar tenders in Shenzhen.

深圳市第二十八高级中学新建工程设计招标（招标项目编号：2020-440306-83-01-010030002），于2021年8月5日在深圳市宝安区恒丰海悦国际酒店召开资格预审会。资格预审评审委员会由6名专家（陈泽涛、何健翔、徐千禾、李保峰、魏春雨、朱荣远）及1名招标方代表（冯强）组成。评委会推举朱荣远为评审组长。

Tender for Architectural Design of Shenzhen 28th Senior High School (No. 2020-440306-83-01-010030002) pre-qualification meeting was held on August 5th, 2021 at Hengfeng Haiyue International Hotel, Bao'an District, Shenzhen. The pre-qualification review committee consists of 7 professional juries (CHEN Zetao, HE Jianxiang, HSU Chien-Ho, Li Baofeng, WEI Chunyu, ZHU Rongyuan) and 1 tenderee representative (FENG Qiang). Mr. ZHU Rongyuan was elected as the jury principal.

评审委员会成员对资质符合性审查合格且符合暗标审查的概念提案成果文件进行详细评审，采用暗标评审、记名投票的方式，经过5轮共8次投票，评选出7名无排序的入围投标申请人和2名有排序的备选投标申请人。资格预审结果已在深圳交易集团有限公司宝安分公司官方网站进行公示。

The committee carefully reviewed valid conceptual documents that were qualified in Qualification Review and evaluated the conceptual documents anonymously. After five rounds - eight times of voting, the committee determined 7 shortlisted applicants (without ranking) and 2 alternative applicants (with ranking). Official pre-qualification result has been publicized on the Shenzhen Exchange Group Co., Ltd. Bao'an Sub-center Website.

The committee issued the following review comments after careful evaluation:

1. 因基地条件特殊，且招标组织工作有效，吸引了众多设计团队参加，获得了多类型的方案，给方案投标阶段打下很好的基础；

1. The competition has attracted lots of design teams because of the special site conditions and effective organization of the tender process. A variety of design schemes have been collected which set up a solid foundation for the project design competition stage;

2. 在特殊地形下，入围方案都做了积极的回应，进行了多种校园空间探索；

2. All the shortlisted design schemes have made a positive response, and have carried out diversified explorations into the campus space with special topography;

3. 入围方案需进一步关注项目与城市、山水环境、气候的关系，并结合任务书、项目周期和限价情况进行深化。

3. The pre-qualified design schemes are supposed to pay further attention to the relationships between urban, mountain and water, as well as the climate. What's more, the schemes should be further developed based on the design brief, project schedules, investment limits and etc.

深圳市第二十八高级中学新建工程设计招标自2021年7月7日发布招标公告，至2021年7月30日资格预审报名截止，共收到94份申请材料（有效申请材料93份）。其中联合体投标申请人61个，独立投标申请人32个。

Since the tender announcement was released on July 7th, 2021, the Tender for Architectural Design of Shenzhen 28th Senior High School has received 94 application documents (93 valid application documents) up until July 30th. There are 61 joint group applicants, and 32 independent applicants.

除中国外，还有美国、德国、英国、日本、法国、荷兰、加拿大、澳大利亚、智利等9个国家的团队参与了投标。

In addition to China, teams from nine other countries including The United States, Germany, The United Kingdom, Japan, France, the Netherlands, Canada, Australia and Chile have participated in the tender.

深圳市第二十八高级中学意在建立一所与山水自然共融、适应未来教育发展的全日制高中。本项目定位为72班寄宿制高级中学，按每班50生的标准提供公办高中学位3600个。

Shenzhen 28th Senior High School aims to be a full-time high school that is in harmony with natural landscape and adapted to the future development of education. The project is positioned as a 72-class boarding senior high school, with 3600 students according to the standard of 50 students per class.

项目建设要符合广东省一级学校的建设标准，建设标准体现文化性、先进性和前瞻性，力争打造一个“校园环境优美，文化底蕴厚重，艺术氛围浓郁”的美丽校园。

The construction of the project shall meet the construction standards of the Grade One School in Guangdong Province. The construction standards shall reflect the cultural, pioneering and forward-looking characteristics, and create a beautiful campus with "ecological environment, profound culture and artistic atmosphere".
