背景和设想
BACKGROUND & CONCEPT
在传统工业城区从单一的主题打造模式到综合性城市功能升级转型的过程中,创新力发挥着越来越重要的作用。同时,与工业化时代重视通过基础设施框架快速扩张不同,新一代工业城区的转型,更关注创新人才的多元需求。
In the process of transforming traditional industrial urban areas from a single theme-building model to a comprehensive urban function upgrade, creativity plays an increasingly important role. At the same time, we found that the transformation of the new generation of industrial urban areas pays more attention to the diverse needs of creative talents, which is different from the industrialization era focused on the rapid expansion of the infrastructure framework.
智慧城市不在于城市的外观,甚至不在于所融入的技术,而在于如何通过文化和传统塑造城市,使其保持开放,拥有响应未来的无限可能性。Hassell最新的临平城市设计要素将反应这一根本的理念。Hassell为临平数智城设定的愿景为建设“人本城市”—— 一个真正的智慧城市,以人的需求为本,以科技为助,持续提高居民生活水平,同时让我们所赖以生存的环境更健康。
A smart city isn't about the way a city looks, or even the technology it integrates, it is about how the city can be shaped by culture and tradition while being open and responsive to the possibilities and unknowns of the future. Our task is to make Linping Digital and Smart City a 'Humane City'. A true smart city places the needs of people at its core where technology facilitates the ongoing improvement of living standards and the health of the planet.
临平“人本城市”通过精心策划和设计,形成更细颗粒度、更人性化尺度的总体城市规划框架,让城市能够更好地应对不断变化的经济和人口指标,以及这些变化所带来的城市需求改变。这样的规划结构能够提供给更小型的初创企业创新与繁荣发展的土壤,并充分利用当地的人才和资源优势。与此同时,这样的规划方式还能吸纳规模较大、更成熟的机构入驻,这些机构也将受益于该地区位的战略性基础设施链接。这个城市规划并不试图预测未来,而是通过播下经济生态系统的种子,促进创新型经济体和社区的成长,设定城市发展的基调。
The Linping Humane City will be a Curated City where a finer and more human-scaled masterplan framework will facilitate a city that is more responsive to changing economic and demographic demand. The masterplan structure can grow and thrive while accommodating smaller start-up entities and giving them room to innovate and grow, taking advantage of local talent and connections. At the same time, it can absorb larger more established institutions that will take advantage of the more strategic infrastructural connections. It does not attempt to predict the future but sets a tone by planting the seeds of an economic ecosystem from which innovative economies and communities can grow.

景观城市
LANDSCAPE CITY
纵横交错的复杂运河网络贯穿大杭州地区,是该地景观的一大特色,将这座城市丰富的自然和文化遗产交织在一起。这些水系包括著名的西湖、广阔的西溪湿地和浩瀚的钱塘江,无缝地流经城市和乡村,创造了一个独特而充满活力的环境。这个水网络不仅支持着该地区的生物多样性,还生动地提醒人们杭州与水的深厚联系,影响着城市的历史、文化和生活方式。
The intricate network of canals that crisscrosses the greater Hangzhou region is a defining feature of the landscape, weaving together the city's rich natural and cultural heritage. These waterways, which include the renowned West Lake, the expansive Xixi Wetlands, and the mighty Qiantang River, create a unique and dynamic environment where water flows seamlessly through urban and rural settings. This network not only supports the region's biodiversity but also serves as a living reminder of Hangzhou's deep connection to water, influencing its history, culture and way of life.
临平“人本城市”的现有场地是一片后农业、后工业的生态景观。现存生态系统不完全是自然形成的,而是由一系列水道组成,使得自然环境能在不同程度的人类干预下得以持续维系。在这片景观之上,最近新建了铁路,铺设了公路基础设施,增加可达性。虽然这片新建的交通基础设施带动了局部零星的城市发展,但阻碍了与现存居住区和市民之间的连接,也限制了城市的发展。
The existing site for the Linping Humane City is both a post-agricultural and post-industrial landscape. The existing systems are not necessarily natural but made up of a system of waterways where nature has both survived and recovered despite various levels of human intervention. Beyond this landscape, a layer of new rail and road infrastructure has been imposed more recently to enable access to this site. This new mobility infrastructure has enabled sporadic development however poor connectivity to existing residential areas and workforces to the east and west has stalled development.
“城市运河”从北向南穿过临平“人本城市”,为城市提供了与水体和自然的另一层连接,同时运河也是低碳步行流线的走廊。这是一个更具城市氛围和活力的空间,在这里,建筑和人们的生活及水域边缘紧密互动。一些较小的绿色空间和步行走廊将聚合在场地内留存的运河支流网络上,它们既是人类的通道,也是自然的廊道。
The 'Urban Canal' runs north-south through the Linping Humane City providing a further layer of connection with water and nature but also as a corridor of low carbon and pedestrian mobility. It is a more urban and active space where buildings and activity engage with the water`s edge. Smaller green spaces and pedestrian corridors are gathered around the network of smaller retained tributary canals that exist within the site. They are corridors for both people and nature.

FAST&SLOW CITY
临平城市围绕两种类型的运动展开。首先是在南—北方向上的“快城市”,以大尺度公路和铁路基础设施为特征,支持人流和物流在杭州和上海的便捷快速互通。这个方向上的交通关注的是容量、速度和效率。
The context of Linping coalesces around two types of movement. The first is the 'Fast City' in the north-south direction. This is characterized by large-scale road and rail infrastructure that supports strategic movement of people as well as logistics along the corridor between Hangzhou and Shanghai. Movement in this direction is about capacity, speed and efficiency.
“慢城市”沿东—西方向延展,连接临平核心区周边的新旧住宅社区。这些连接是本地化的,并由自然系统主导,以水道的形式横贯临平基地并延伸于边界之外。城市慢系统的理念是总体规划的核心,其中自然系统、社会基础设施和技术融为一体,构建出居民可以自行定义一天生活节奏的地方,而不是由城市指导人们的生活方式。这些东西向延伸的“慢城市”运河系统可整合成生态廊道,链接各个社区,同时促进步行、骑行和低碳交通系统联通临平基地。
The 'Slow City' runs in an east-west direction connecting new and existing residential communities on the periphery of the Linping core area. These connections are local and dominated by nature-based systems in the form of waterways that traverse the Linping site and extend beyond the periphery. The idea of the slow city system will be at the heart of the masterplan where natural systems, social infrastructure and technology come together to frame a lifestyle. A place where the inhabitants dictate the pace of their day rather than the city dictating to the people. These 'Slow City' canal systems that run east to west across the site could be integrated into nature corridors that also facilitate pedestrian, cycling and low-carbon transport routes across the Linping site. These routes connect communities.

Transition Hubs sit at the intersection of the Slow and Fast City infrastructure and natural systems and represent a transition point between the two. The Transition Hubs absorb some of the MICE-orientated uses within each core and supplement them with commercial, residential and public uses. In addition to this, key educational and training spaces are added that will both fuel innovation and make each hub the catalyst for a broader economic ecosystem in each core area.
横贯临平数智城基地南北、东西的两条高架快速路通过接纳、利用,成为了城市的连接器。这些高架基础设施下方的空间,在保持开放和通透的同时也整合了“社会基础设施”的元素,从而在公路的上下两个层面吸引并连接周边社区,成为混合公共空间与文化体育和社区基础设施的可识别的“交互织带”。
The two elevated expressways that cross the Linping Digital and Smart City Site from north to south and from east to west may be viewed as divisive elements however by embracing them they can become connectors. While the spaces beneath these elements of elevated infrastructure should remain open and perforate they can also incorporate elements of 'social infrastructure' that both draw in and connect communities across the upper and lower motorway elements. They can become identifiable 'Social Ribbons' that mix public spaces along with cultural sports and community and infrastructural facilities.
人本尺度的城市街区
HUMAN SCALE URBAN BLOCKS
任何“智慧城市”都应将提升人民生活质量和改善生活方式作为主要目标。“慢城市”的理念便是由此出发,即大部分人们所需的服务和公共设施,如果能在他们居住和工作地点的近距离步行范围内,更能促使人们改变出行模式,获得更健康的生活方式。步行慢行系统也能促进日常社交联系和社区建设。
Any 'Smart City' should put life quality and lifestyle improvement as its primary goal. This is really related to the idea of convenience and the 'Slow City' ideal that most of the services and facilities that people need are within five minutes walk of where they live and work. The notion affects a modal shift in mobility away from the private car and promotes health through regular pedestrian movement. This pedestrian movement also manifests in regular social connections and the building of communities.
不同于常规的、适用于大型机构和大量资本投入的大型城市街区开发模式,临平“人本城市”以较小的街区规模和城市体量作为设计起点,创造更人性化的城市空间,加强慢行系统的通透性以适宜人行走。这样的街区尺度更具灵活性,在吸引更小更灵活的初创企业的同时,还能排列组合形成更大的产业园,为更大型的机构提供适宜发展的环境。
Instead of the 'business as usual' approach of creating large urban blocks that require both large institutions and large capital investment, the Linping Humane City incorporates a smaller block size and urban grain as a starting point. The smaller block size creates a human scale and it is more permeable pedestrian orientated. The block size is more flexible as it can both attract smaller more flexible 'start-up' entities while also being combinable to create bigger campus environments for bigger institutions.
主要的城市街区结构设置为90×90米的开发区块,可以通过分割和组合形成更小或更大的开发区块。街区之间的空间可以是车行道,也可以是步行道和绿色空间。这种更精细的城市街区网络将创造一个更适宜步行、以人为尺度的环境,营造出一种“可识别的人文亲密感”。
The primary urban block structure would generally be a 90 x 90m development parcel that would be both divisible and combinable to form bigger or smaller development parcels. The spaces between the blocks would sometimes be vehicular routes and could also be pedestrian routes and green spaces. This more refined grid would create a more walkable, human-scaled environment. It would create a city environment of 'recognizable human intimacy'.
人、自然和科技之间共同创造并维持的平衡
THE CREATION AND ONGOING CURATION OF A BALANCE BETWEEN PEOPLE, NATURE AND TECHNOLOGY
新临平“人本城市”的设计手法在于在人、自然和科技之间共同创造,并持续维持一种动态平衡。科技在支持生态自然系统的基础上,发挥其提升人们生活品质的作用。通过整合自然系统、使用目标明确的科技手段、推行低碳交通模式并施以可持续的建造技术等一系列基本且不可或缺的要素,“人本城市”才能成为可能。
The conceptual approach to the new Linping Humane City is about the creation and ongoing curation of a balance between people, nature and technology. This is where technology has a purpose underpinning and supporting natural systems while enhancing peoples lives. The technology is not for its own sake but exists to provide information, utility and a sense of joy. A Humane City depends on the details with the integration of natural systems, purposeful technology, low carbon mobility and sustainable construction techniques all fundamental components.
