深圳市宝安区档案服务中心全过程设计招标（招标项目编号：2020-440306-88-01-010633001）在2020年7月31日召开资格预审评审会，资格预审评审委员会由7位专家成员组成。

INTERNATIONAL TENDER FOR ARCHITECTURAL DESIGN OF SHENZHEN BAO’AN ARCHIVES (Tender No. : 2020-440306-88-01-010633001) pre-qualification meeting was held on July 31, 2020. The pre-qualification review committee consists of 7 members.

评委会成员对48名投标申请人提交的资格预审申请文件进行审阅及深入讨论，评委会经过六轮7次投票，最终评选出7组入围单位（无排序）和2组有排序的备选单位。资格预审结果公示已在深圳市建设工程交易服务中心宝安分中心网站发布。

After careful reviewing and in-depth discussion of the pre-qualification applications submitted by 48 bidding applicants, and after six rounds seven times of voting, the jury members selected 7 shortlisted applicants (without ranking) and 2 alternative applicants (with ranking). The pre-qualification results have been published on Shenzhen Construction Engineering Transaction Service Bao’an Sub-center website.

2 评委会资格预审意见

Pre-Qualification Review Comments

1. 评委将所有投标报名单位对场地和建筑功能的理解，以及基本的建筑意向作为选择的重要依据；

2. 评委认真审阅资格预审申请文件，甄选出合格的全过程设计单位；

3. 综合以上两个方面，最终选出7组入围单位及2组备选单位；

4. 评委认为本次资格预审报名单位提出了很多富有建设性和潜力的提案，针对复杂场地条件提出了几种有效的空间体量类型，建议招标人在下一阶段的竞赛中完善任务书，提出更准确的功能使用要求和城市愿景；

5. 下阶段设计机构应当充分研究档案馆的特殊需求，以及结合建筑的公共性的表达，提出有更强的城市价值的设计方案。

1. The juries take the understanding of the site and the building functions as well as basic architectural intention as the important basis for pre-selection;

2. The juries carefully reviewed the application documents and selected teams that can be qualified for the whole process design;

3. Based on the above two aspects, 7 shortlisted applicants and 2 alternatives are selected;

4. The pre-qualification applicants put forward many constructive and potential proposals, proposed several effective space volume typologies based on the complex site conditions. The tenderee is suggested to improve details of design requirements in the next stage of the competition, provide more accurate functional requirements and urban vision;

5. In the next stage, design teams should fully study the special needs of archives and propose design schemes with stronger urban values in combination with the expression of architecture for the public.

3 资格预审报名情况

Pre-Qualification Applications

深圳市宝安区档案服务中心全过程设计招标，自2020年7月10日发布资格预审公告，至7月29日资格预审报名截止，共收到48个投标申请人的报名材料。其中联合体报名的投标申请人有37个，独立报名的投标申请人11个；共涉及85家公司，其中中国内地公司61家，香港地区5家，国外公司19家。

Since INTERNATIONAL TENDER FOR ARCHITECTURAL DESIGN OF SHENZHEN BAO’AN ARCHIVES was released on July 10, 2020, a total of 48 applications were received up until July 29, 2020. Among them, there are 37 joint groups and 11 independent applicants; There are 85 companies in total, including 66 from China, and 19 from abroad.

涉及除中国内地以外的国家和地区共计12个，包括中国香港、美国、法国、德国、荷兰、英国、日本、加拿大、澳大利亚、意大利、新加坡、阿联酋等国家和地区。

Other than China, companies from 11 countries submited their applications, such as United States, France, Germany, Netherlands, United Kingdom, Japan, Canada, Australia, Italy, Singapore, and UAE.

4 项目回顾

Project Overview

本项目拟规划建设最少适合未来30年发展的档案服务中心，打造成富有亲和力、有深圳特色、有时代特色、有国际水准、向市民开放的新型公共服务空间和服务综合体；不仅硬件一流，在服务理念和服务质量上也代表未来发展方向，最终成为深圳市乃至全国档案及综合服务发展的示范性中心。

This project plans to build an archive service center durable for at least next 30 years of development, becoming a comprehensive, modern archives and new public service complex with affinity, characteristics of Shenzhen and the era, international standards and public openness. The project will not only have first-class facilities, but also represent the future trends in terms of public service philosophy and quality. Eventually, it will become a model for archives and comprehensive services in Shenzhen and even in the whole nation.

宝安区档案服务中心项目总用地面积10114平方米，总建筑面积约100184平方米。其中，地上建筑面积69841平方米，地下建筑面积30343平方米。

Total site area is 10,114 square meters. The gross floor area is about 100,184 square meters, including 69,841 square meters for above-ground space, and 30,343 square meters for underground space.

本项目采用“公开招标”方式，分为资格预审、方案竞标、定标阶段。资格预审入围的7组单位将进入下一阶段方案竞标，争取项目的最终设计权。

The project adopts the method of “open bidding”, divided into Pre-qualification, Design Competition and Final Evaluation stages. The seven shortlisted applicants will go on to bid for the final design of the project in the next stage.
