背景与城市空间

Background and urban space

 

在德累斯顿市中心历史悠久的费迪南德广场(Ferdinandplatz)周边区域更新过程中,由TCHOBAN VOSS Architekten与Barcode Architects提交的方案赢得了德累斯顿新行政中心——城市论坛(Stadtforum)设计竞赛一等奖。

During the redevelopment of the area around the historic Ferdinandplatz in the centre of Dresden, the first prize in the design competition for Stadtforum, the city's new administrative centre, was awarded to a proposal by TCHOBAN VOSS Architekten and Barcode Architects.

这座建筑面积约3.5万平方米的行政建筑,将原本分散于全市各处的行政服务集中整合至一处位于城市中心、交通便利的新办公场所。

The approximately 35,000-sqm building brings together administrative services that had previously been scattered throughout the city, concentrating them in a new, centrally accessible location.

Situated opposite the historic City Hall and extending towards extensive green spaces and transport connections to the east, the new building marks the edge of Dresden's historic city centre. At the same time, it serves as a pilot project for further urban development on land that has remained undeveloped since 1945.

02

概念

Concept

 

建筑体量沿周边街道肌理展开,呈一条向东北延伸的直线,并在南侧围合出一处新的多边形城市广场。

The distribution of the building's volume follows the alignment of the surrounding streets, extending in a straight line towards the northeast and creating a new polygonal square to the south.

立面在水平方向上划分为基座、中部和屋顶三个层次,各自承担不同的功能。贯穿建筑各层的竖向网格塑造出符合当地建筑传统的竖向比例窗洞,并以错缝方式排列。

The façade is horizontally divided into a base, a middle section, and a roof zone, each with its own specific function. A vertical grid extends across all floors, creating vertically proportioned windows typical of the region and arranging them in a staggered pattern.

建筑西北侧逐渐收尖,形成鲜明的体量转折。三处大尺度立面开口构成面向城市的“城市之窗”。

On the northwest side, the building tapers to a point. Large recesses carved into the façades create "windows on the city" on three sides of the building.

北立面首层的大幅全景窗则面向历史市政厅。种植庭院中央设置自二层贯通至四层的开敞空间,在视觉上与城市中心南侧的绿色开放空间相连。

On the north façade, a panoramic window at first-floor level frames views of the City Hall opposite. The planted inner courtyard features a void extending from the second to the fourth floors, visually connecting the building with the green spaces to the south of the city centre.

 

整个建筑立面以富有雕塑感的立体塑造为主要特征,浅米色迪特富特石灰石(Dietfurt limestone)在光影变化下呈现出丰富的层次感,尤其强化了基座与中部立面的表现力。

The entire façade is distinguished by its sculptural plasticity. The resulting interplay of light and shadow across the light-beige Dietfurt limestone is particularly effective on the building's base and middle sections.

材料均匀统一的色彩呼应了周边重要建筑的砂岩立面。首层及中部立面的天然石材过梁与窗板上雕刻有城市徽章浮雕,既强化了立面的节奏变化,也彰显了建筑的公共属性,同时延续了德累斯顿公共建筑立面装饰丰富的历史传统。

The material's uniform colour was selected in reference to the sandstone façades of the surrounding landmark buildings. On both the ground floor and the middle section, the city's coat of arms is rendered as sculptural reliefs on natural stone lintels and window shutters. These elements reinforce the changing rhythm of the façade, express the building's public character, and continue Dresden's tradition of richly ornamented public architecture.

在采用斜向窗洞侧壁处理的天然石材立面之上,第五、六层则采用正交排列的金属立面系统,以青铜棕色涂层铝制壁柱框定交替布置的透明与非透明面板。只有正面观看时,室内空间才清晰可见;

Above the natural stone façade with its diagonally arranged reveal panels, the fifth and sixth floors are distinguished by an orthogonally arranged metal façade, where alternating glazed and opaque panels are framed by bronze-brown coated aluminium pilaster strips. The interior is visible only when viewed directly from the front.

随着视角逐渐倾斜,或人在城市空间中移动,这两层立面便在视觉上融为连续的屋顶带,并与对面历史市政厅极具辨识度的屋顶天际线保持同一高度。

As the viewing angle becomes more oblique or as one moves through the surrounding urban space, these upper storeys visually merge into a continuous roof zone that aligns precisely with the prominent roofscape of the historic City Hall opposite.

功能

Use

 

首层设置面向公众开放的功能空间,包括设有咨询服务台的门厅、餐厅、市失物招领处以及市民咨询室。一层进一步配置了展示当地考古发掘成果的展览空间、城市模型展示区及会议中心,并设置一处木饰面包覆的中央体量,内部布置办公会议室。

The ground floor contains publicly accessible facilities, including a foyer with an information desk, a restaurant, the city's lost-and-found office, and consultation rooms for citizens. These public functions are complemented on the first floor by exhibition spaces displaying finds from local archaeological excavations, a city model, and a conference centre. The first floor also contains a centrally positioned, wood-clad volume that accommodates meeting rooms for office use.

首层与一层的公共及半公共功能通过开放楼梯和螺旋楼梯环形串联,共同构成名为“Agora”的非正式交流空间,内设咖啡厅、休息区及展览空间,可容纳多达1200人。

The public and semi-public functions of the first two floors are interconnected by open staircases and spiral staircases arranged in a continuous loop, creating an informal gathering space—the "Agora"—with additional café, lounge, and exhibition areas. The space can accommodate up to 1,200 people.

门厅以青铜色构件和统一的灰色地面呼应建筑立面及室外景观的材料语言。覆盖墙面的银冷杉木格栅(silver fir)赋予空间明亮而温暖的氛围,在充足自然采光的映衬下,与深蓝色背景墙、通道及壁龛形成鲜明对比。

The foyer incorporates bronze-coloured elements and a uniform grey floor, echoing the material palette of the façade and surrounding outdoor spaces. The interior is defined by silver-fir wall slats, whose light and warm appearance is enhanced by abundant natural daylight, creating a striking contrast with the dark-blue feature walls, passageways, and niches.

从门厅通往Agora及建筑尖端的通道内设置了一面面积约100平方米、贯穿整个空间高度的植物绿墙,并配备自动灌溉系统。

The passage connecting the foyer with the Agora and the pointed end of the building contains a 100-sqm living wall extending the full height of the space and equipped with an automatic irrigation system.

上部五层为办公区域,围绕两处绿化内庭院组织布局,为室内提供充足的自然采光和舒适的办公环境。横向的服务与交通联系带提升了流线效率,并为1000多个办公工位提供灵活的使用空间。

The five office floors above are dedicated exclusively to administrative functions and are arranged around two landscaped courtyards that provide natural daylight and a pleasant working environment. A transverse service and circulation zone creates efficient routes and flexible working areas for more than 1,000 workplaces.

城市论坛采用“共享办公桌”(Shared Desk)办公模式,不设固定工位。依托高度数字化的行政管理流程,使用者可通过预约系统根据具体工作需求选择不同类型的办公环境。除常规团队办公室外,建筑还设置了协作工作岛、交流舱(Chat Pods)、独立专注工作空间、在线视频电话亭以及不同规模的会议室,以满足多样化的协同办公需求。项目尤其重视室内声学环境,通过具备最佳混响时间的高吸声吊顶、专业声学地毯及织物桌面吸声装置,共同实现高标准的声学性能。

The new working environment at Stadtforum adopts the "shared desk" principle, with no permanently assigned workstations. Extensive digitalisation of administrative processes enables users to reserve workspaces suited to specific tasks through a booking system. In addition to conventional group offices, the building provides collaborative work islands, chat pods, quiet rooms for focused individual work, telephone booths for online meetings, and meeting rooms of various sizes for teamwork. Particular attention has been paid to acoustic performance. Highly absorbent ceilings designed to achieve optimal reverberation times, together with special acoustic carpeting and textile desk absorbers, enable the building to meet the highest acoustic standards.

 

地下两层设有公共停车库、市政公务车辆停车区、员工自行车停放区,以及更衣室、储藏空间和设备用房。

The two basement levels accommodate a public car park, parking for the city's official vehicles, a large bicycle storage area for employees, as well as changing rooms, storage spaces, and technical facilities.

可持续性、安全与设备

Sustainability, security, and equipment

 

建筑达到德国KfW 55能源标准,并获得BNB银级可持续建筑认证。其高效运行不仅得益于高性能保温围护结构,还依托利用区域供热系统回水的专用供热系统,以及结合建筑空间进行被动降温的智能夜间通风系统。绿色屋顶集成了376块东西向布置的光伏组件,可延缓雨水排入地下渗透沟的速度,从而改善场地微气候并优化雨洪管理。

The building meets Germany's KfW 55 energy standard and has received the BNB Silver sustainability certificate. Its operational efficiency is achieved through a highly insulated building envelope, a special heat supply system that utilizes the return flow of the district heating network, and a smart night-time ventilation system that uses parts of the building for passive cooling. The green roof incorporates 376 east-west-oriented photovoltaic modules and delays rainwater discharge into the underground infiltration trenches, improving both the microclimate and stormwater management.

城市论坛所有公共区域均实现无障碍通行,并通过结合视觉与触觉信息的导视系统,引导使用者穿行于门厅与Agora的多层公共空间。建筑所有楼层均实现无障碍设计。

All public areas of the Stadtforum are barrier-free. A visual and tactile wayfinding system guides users through the multi-storey foyer and Agora spaces. All floors are fully accessible.

建筑安全方面,项目设置了分级安防区域、门禁控制系统及监控设备,以满足德国州刑事调查局(LKA)的相关安全要求,并配备24小时安保服务。建筑采用覆盖全面的自动喷淋系统,因此取消了各楼层分区之间的防火墙设置。部分重要区域还可通过备用发电机获得应急电力供应。

Building security measures include graduated security zones, access control systems, and surveillance equipment, all designed to comply with the requirements of the regional criminal investigation authority (LKA). These measures are supported by a 24-hour security service. A comprehensive sprinkler system has made it possible to eliminate firewalls between individual floor units. Selected areas can also be supplied with emergency power by a back-up generator.
