中国水文博物馆（暂定名）用地选址于重庆市涪陵区白鹤梁水下博物馆及两侧滨江区域，位于长江与乌江交汇上游1 公里的长江南岸，与北山公园隔江对望，距涪陵火车北站约 18 公里，距重庆江北机场约 100 公里。
The site of China Hydrology Museum (tentative name) is selected at Chongqing Fuling District Baiheliang Underwater Museum and its riverfront areas on both sides, where locates on the south bank of the Yangtze River that is 1 km upstream from the intersection between Yangtze River and Wujiang River; echoes with the Beishan Park across the river; approximately 18km from Fuling Railway North Station and approximately 100km from Chongqing Jiangbei International Airport.

本次设计范围约 0.9 公顷，长约 450 米，宽约 24 米；建筑规模约 3 万平方米（包含现状白鹤梁水下博物馆建筑面积约 0.8 万平方米）。
The design scope is approximately 0.9Ha, approximately 450m in length and 24m in width; building size of approximately 30,000m2 (including the existing Baiheliang Museum with GFA of approximately 8,000m2).

Design content

本次征集旨在邀请具有相关建筑设计经验的高水平团队按照建设面向全国和世界游客的国家级“水文”主题博物馆的要求，秉承“文化溯源、文化传承、文化传播”，体现“国际化、绿色化、智能化、人文化”，提供高水准的建筑方案，让中国水文博物馆在“中国水文成就展示与教育科普”、“白鹤梁历史文化挖掘”与“白鹤梁文化遗产展示”等三个方面均具有重要意义。

The purpose of this solicitation is to invite distinguished teams with relevant building design experience, following the requirements of building a national “hydrology” theme museum for national and world tourists, adhering to the idea of “cultural traceability, cultural inheritance and cultural communication”, and reflecting on the concept of “internationalisation, greening the environment, intelligence, and culture”, to provide a high-level building design scheme; so that the China Hydrology Museum is of great significance in the three aspects of “exhibition of Chinese hydrological achievements and popular science education”, “excavation of Baiheliang history and culture” and “exhibition of Baiheliang cultural heritage”.

中国水文博物馆新馆须在给定的建筑红线范围内选址，设计应对用地及周边区域进行分析研究，针对交通流线、景观视线、环境协调等内容进行深入论证。设计方案在空间功能、参观流线和建筑风貌等方面应与现状白鹤梁水下博物馆建筑充分结合，统筹考虑、统一设计。新馆包含室内布展和室外园区布展两个板块，室内展厅包括序厅在内的 10 个展厅，展厅展陈内容以时间为轴，分古代、近代、现代、新时代四个阶段，重点展示中国水文事业发展历程和主要成就，突出时代特点，聚焦大事要事。室外园区部分包括江边水文站、大型水秀情景剧以及景观环境三个部分。各展厅具体建筑规模在满足各功能建筑规模要求的前提下，可结合方案设计进行优化调整。

The new museum of China Hydrology Museum must be located within the given site boundary of the building, and be considered and designed in a unified manner with the existing buildings of Baiheliang Museum in terms of spatial function, visiting circulations and building form, etc. The functions of the new museum include indoor and outdoor exhibition components, indoor exhibition hall to include 10 exhibition halls including pre-function hall, the display in the halls to follow a chronological sequence, which spreads into four stages – ancient times, modern times, contemporary times and new era; focusing on the display of milestones and key achievements of the Chinese hydrological development, expressing the characteristic of the times and emphasizing major events. The outdoor park component to include riverfront hydrometric station, large scale wather themed performance and landscape. The specific building scale of each zone can be optimised and adjusted in combination with the scheme design on the premise of meeting the scale requirements of each functional building.

方案设计应进行投资估算，针对提交方案的经济合理性进行概念分析。

Investment estimation shall be carried out for scheme design, and conceptual analysis shall be undertaken for the economic rationality of the submitted scheme.

(一) 第一阶段：邀请+公开报名及资格预审

(1) Stage 1: invitation + public registration and prequalification

本次方案征集将采用“意向邀请”+“公开报名”两种报名方式。

This scheme solicitation will adopt two registration methods of “intention invitation” + “public registration”.

意向邀请：

通过意向邀请确定 3 家高水平设计单位（联合体）参与本次方案征集，名单如下（按字母顺序排序）：

3 distinguished design entities (consortiums) are determined to participate in the scheme solicitation through intention invitation. The list is as follows (sorted alphabetically):

华南理工大学+上海风语筑文化科技股份有限公司(联合体)

中国建筑设计研究院有限公司+重庆市规划展览馆(联合体)

筑境设计+中机中联工程有限公司(联合体)

公开报名及资格预审

通过资格预审从报名参与本次方案征集的单位中遴选 4家高水平设计单位（联合体）与邀请单位一同参与方案征集，同时选出 2 家备选机构。资格预审结束后，承办单位将根据资格预审结果向入围设计单位（联合体）发送方案征集邀请函，并向其公布本项目的限价，获邀设计单位（联合体）应于 3 日内函复承办单位确认参与方案征集的承诺书，否则，将视为获邀机构自愿退出，备选机构将依序替补。

4 distinguished design entities (consortiums) will be selected from the entities registered to participate in the scheme solicitation through pre-qualification to participate in the solicitation with the invited entities, and 2 alternative entities will be selected at the same time. Upon the completion of the pre-qualification, the undertaking entity will issue Scheme Solicitation Invitation Letter to the shortlisted design entities (consortiums) based on the pre-qualification result, and announce its fee limit for the project, the invited design entities (consortiums) shall reply the undertaking entity with the commitment letter for confirming its participation in the scheme solicitation within 3 day, otherwise, it shall be deemed as the invited institute has voluntarily withdrawn, the alternative institute shall replace in sequence.

(二) 第二阶段：概念方案编制及评审

(2) Stage 2: Conceptual scheme preparation and review

设计应满足方案征集文件要求，达到概念性方案设计深度（含投资估算），并提交成果著作权声明及正式商务报价。正式商务报价应以本项目的限价为上限，且不得超过应邀及公开报名时提交的初步商务报价（各单价）。

The design shall meet the requirements of scheme solicitation documents, reaching the depth of conceptual scheme design (including investment estimation), and the achievement copyright statement and formal commercial fee proposal shall be submitted. The shortlisted design entity (consortium) shall submit the formal commercial fee proposal with the price limit of the project as the upper limit, and the formal commercial fee proposal (each item unit price) shall not exceed the preliminary commercial fee proposal (each item unit price) submitted upon invitation and public registration.

承办单位将专门设置方案评审委员会，对入围设计单位（联合体）提交的成果进行评审，根据专家评审结果形成 3 个推荐方案，经有关决策程序最终确定 1 个中选方案。

The undertaking entity will set up a scheme Review Committee to review the deliverables submitted by the shortlisted design entities (consortiums), nominate three recommended schemes according to the expert review results, and finally determine one winning scheme through relevant decision-making procedures.

(三) 第三阶段：合同履行

(3) Stage 3: Contract performance

中选方案的设计单位（联合体）将获得方案深化设计合同（建筑方案报批阶段），建筑方案深化设计应满足设计合同约定的成果深度要求。

The design entity (consortium) of the winning scheme will obtain the scheme development design contract (architectural design scheme approval stage), and the architectural scheme development design shall meet the achievement depth requirements of the deliverables agreed in the design contract.

符合《重庆市市级政府投资项目前期工作操作规程》要求的，项目法人可继续委托深化设计单位承担该项目后续设计咨询工作。

If it meets the requirements of the Operating  Procedures for Preliminary Work of Chongqing Municipal  Government Investment Projects, the project legal entity can continue to entrust the development design entity to undertake the subsequent design consultation of the project.

（1） 申请人（含联合体）须为独立法人，须具有建筑行业（建筑工程）设计甲级及以上资质，如采用联合体形式报名，其中一方须具有上述资质。

(1) The applicant (including consortium) must be an independent legal entity with Class A or above qualification in the architecture industry (architectural engineering). If it is registered in the form of consortium, one of the members must have the above qualification.

（2）申请人为境外单位的，须联合国内具有上述资质的设计单位参与本次设计，同时境外单位在其所在国家或地区应具有合法营业范围及相应设计许可。

（2）If the applicant is an overseas entity, the design entity with the above qualification in the United Nations shall participate in the design, and the overseas entity shall have a legal business scope and corresponding design license in the country or region where it is located.

（3）申请人须由负责方案设计工作的设计单位牵头，联合体成员不超过 3 家，联合体合作方需签署具法律效用的《联合体协议》，并明确牵头单位、本阶段各方的团队成员名单、分工以及工作比重等。联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体报名。鼓励与具有丰富经验的展陈策划单位组建联合体报名。

(3) The applicant shall be led by the design entity responsible for the scheme design, and there shall be no more than 3 members in the consortium. The consortium partners shall sign the Consortium Agreement with legal effect, and specify the leading entity, the list of team members, division of labour and proportion of work of all parties at this stage. Any member of the consortium shall not enter into any other consortium with other design entities independently or in any other name. It is encouraged to set up a consortium to register with experienced exhibition planning entities.

（4）设计团队要求 Design team requirements

首席设计师须为牵头单位人员，从 2000 年 1 月至今须具有博物馆、大型公共文化建筑等相关项目业绩（须为已建、在建、中标项目）。

The chief designer must be the personnel of the leading entity, and must have experience with museums, large-scale public cultural building and other related projects (must be built, under construction and winning projects) from January 2000 to now.

本次活动要求首席设计师须出席启动会、参加现场踏勘和答疑以及汇报评审等会议；自启动会后，首席设计师和主创团队现场踏勘时间不少于 2 天；后续深化设计阶段首席设计师需按业主要求参加后续相关评审会议。一旦报名成功，则视为接受本条款说明。疫情期间，境外首席设计师如不能入境，经主办方认可，可通过视频方式参加启动会和相关汇报。

The chief designer is required to attend the kick-off meeting, site visit, Q&A, presentation and review, etc; after the kick-off meeting, on-site visitation of the chief designer and the main creative team shall not be less than 2 days; the chief designer shall attend the subsequent review meeting as required by the client in the design development stage. The host entity will choose a period to carry out interim review. Once the registration is successful, the terms are deemed to be accepted. During the epidemic period, if the overseas chief designer cannot enter the country, he/she can participate in the kick-off meeting and relevant reports via video conference with the approval of the organiser.

设计团队应包含建筑、结构、景观、BIM 等专业人员，专业人员配置应包含但不限于上述专业。

The design team shall include professionals in architecture, structure, landscape, etc., and the professional personnel shall include but not limited to the above specialties.

在设计过程中若首席设计师与资格预审材料所提交的信息不符或未经主办方认可擅自更换首席设计师的，则视为参加资格无效，主办方将对其单位和个人纳入相关诚信管理。

During the design process, if the chief designer is inconsistent with the information submitted in the pre-qualification materials or the chief designer is changed without the approval of the organiser, the participation qualification will be deemed invalid, and the organiser will bring its entities and individuals into relevant integrity management.

参与本次征集的设计人员应为设计单位的在册人员，首席设计师由主持过多个同类型项目的建筑师担任，且须直接参与本次征集活动设计全过程，为后续设计提供技术咨询。

The designers participating in this solicitation shall be the registered personnel of the design entity, and the chief designer shall be the architect who has presided over multiple projects of the same type, and must directly participate in the whole design process of this solicitation activity to provide technical consultation for subsequent design.

报名截止时间为 2022 年 1 月 7 日 17:00（北京时间）

The deadline for registration is 17:00, January 7, 2022(Beijing time)

资格预审报名文件须在截止时间前送达至指定地点。资格预审文件以最终收到的纸质材料为准，在截止时间以后送交的材料不予受理。

The application documents for pre-qualification must be delivered to the designated place before the deadline. The pre-qualification documents shall be subject to the paper materials finally received, and the materials submitted after the deadline shall not be accepted.

递交资格预审报名文件截止时间为 2022 年 1 月 7 日 17时 00 分，地点为重庆市规划设计研究院（重庆市渝北区规划测绘创新基地 3 号楼 802）。采用邮寄方式递交资格预审报名文件的接收截止时间为 2022 年 1 月 7 日 17 时 00 分（以邮寄到达时间为准）。本次征集不接受网上邮件报名，逾期送达或者未送达指定地点的递交资格预审报名文件，征集人将不予受理。

The deadline for submitting pre-qualification application documents is 17:00 on January 7, 2022, at the Chongqing Planning and Design Institute (802, Building 3, Planning, Surveying and Mapping Innovation Base, Yubei District, Chongqing). The deadline for receiving pre-qualification application documents submitted by mail is 17:00 on January 7, 2022 (subject to the arrival time of mail). Online mail registration is not accepted in this solicitation. If it is delivered late or not delivered to the designated place, the pre-qualification registration document will not be accepted by the solicitor.

入围设计单位（联合体）提交的设计成果应满足设计任务书要求，经专家评审委员会评审为有效成果的，将获得相应的设计补偿费。其中，中选方案的设计单位（联合体）将获得设计合同，不再额外获得设计补偿费，根据专家评审结果，作为推荐方案的另外 2 家设计单位（联合体），将各获得设计补偿费人民币 120 万元，其余 4 家设计单位（联合体）将各获得设计补偿费人民币 60 万元。

The design deliverables submitted by the shortlisted design entity (consortium) shall meet the requirements of the design brief. If the deliverables are evaluated as effective deliverables by the expert review committee, they will receive corresponding design compensation. Among them, the design entity (consortium) of the winning scheme will receive the design contract and will not receive additional design compensation. According to the expert review results, the other two design entities (consortium) as the recommended scheme will each receive design compensation of RMB 1.2 million yuan, and other four design entities (consortium) will receive design compensation of RMB 600,000 yuan.

在确定中选方案前，推荐方案应结合决策程序需要按照专家评审委员会评议意见进行优化完善，相关修改工作不再另行支付费用。

Before determining the winning scheme, the recommended schemes shall be optimised and improved in combination with the decision-making procedures and in accordance with the comments of the expert review committee, and no additional cost will be paid for relevant modification.
