无锡市滨湖区人民政府（主办方）和无锡市自然资源和规划局滨湖分局（承办方）作为征集人，无锡市国土空间规划编制研究中心作为技术支持单位，上海国际招标有限公司作为征集代理就无锡市滨湖区红沙湾科学城、灵山湾创新城、九龙湾智造城概念规划与重点地区城市设计组织开展国际方案征集活动。本次征集将通过公开资格预审的方式从所有申请人中为红沙湾科学城、灵山湾创新城和九龙湾智造城片区分别择优选取三（3）名应征人参加征集。

Wuxi Binhu District People's Government (the Sponsor) and Binhu branch of Wuxi natural resources and Planning Bureau (the Organizer) as the Solicitor, Wuxi land and space planning and research center as the Technical Supporting Unit and Shanghai International Tendering Co., Ltd. as the Solicitation Agent are releasing the International Scheme Solicitation of Conceptual Master Planning and Urban Design in Key Areas of Hongsha Bay Science City, Lingshan Bay Innovation City and Jiulong Bay Intelligent Manufacture City in Binhu District of Wuxi. Three (3) Candidates will be selected for each Key Area from all applicants through public prequalification.

At present, Binhu District is trying to execute the construction of Taihu Science & TechnologyBelt through the process of turning it into a place with innovation businesses and a beautiful environment. The spatial strategy of "mutual development of five bay areas" is proposed, which focuses on promoting the construction of five bay areas, namely, Lihu Bay Future City, Yunhe Bay Modern City, Hongsha Bay Science City, Lingshan Bay Innovation Cityand Jiulong Bay Intelligent Manufacture City. The strategy shall be carried out by taking the key areas as the breakthrough, so as to create a new growth pole of regional kinetic energy conversion and high-quality development, and finally develop all five areas into high-profile beautiful bay areas and high-quality development benchmark areas.

为进一步对标国际一流，充分彰显滨湖生态、科创魅力，系统打造城市高品质发展空间，现面向境内外优秀设计团队公开征集红沙湾科学城、灵山湾创新城、九龙湾智造城概念规划及重点地区城市设计方案。In order to further its level as a first-class international bay area, to fully demonstrate its eco-friendly and technology-innovation charms, and to systematically create high-quality urban development spaces for Binhu District, both domestic and overseas excellent design teams are hereby invited to join the competition and provide conceptual master planning and urban design proposals for key areas of Hongsha Bay Science City, Lingshan Bay Innovation Cityand Jiulong Bay Intelligent Manufacture City.

征集范围和内容

Design Scope

本次方案国际征集的内容为红沙湾科学城、灵山湾创新城和九龙湾智造城三个片区的概念规划与重点地区城市设计，分为三个包件：

The Scope of Solicitation consists of three packages which include conceptual master planning and urban design of key areas of Hongsha Bay Science City, Lingshan Bay Innovation Cityand Jiulong Bay Intelligent Manufacture City.

2.1 包件1：红沙湾科学城概念规划与重点地区城市设计Package 1: Conceptual Master planning and Urban Design of Key Areas of Hongsha Bay Science City

2.3 包件3：九龙湾智造城概念规划与重点地区城市设计

3.1 申请人须具有独立承担民事责任的能力，本项目不接受自然人参与。法人的分支机构以自己的名义参与时，应提供依法登记的相关证明材料和由法人出具的对参与该项目承担全部直接责任的明确承诺。申请人须具有相应的设计许可，且具有与本次征集内容类似的规划设计和城市设计经验；Applicants must havethe ability to bear civil liability independently and the participation of natural person is not accepted. When a branch of a legal entity participates in the project in its own name, it shall provide relevant supporting materials and a clear commitment issued by the legal person to bear all direct responsibilities for participating in the project. Applicants must havecorresponding designpermits, and have relevant experiences of similar projects (i.e. planning design and urban design);

3.2 申请人须具备由中华人民共和国自然资源部认定的城乡规划编制单位甲级资质或由中华人民共和国住房和城乡建设部核准的建筑行业建筑工程专业设计甲级（或以上）资质；Applicants must have qualification certificate of Grade A urban and rural planning OR Class A qualification in construction industry Construction Engineering Design (or above);

3.3 本项目接受联合体。联合体的任一成员满足本公告第3.2条的资质要求即可。联合体的组成以递交的资格预审《申请文件》为准。联合体各方不得再以自己名义单独参与本次征集活动，也不得同时加入参与本次征集活动的其他联合体，否则，相关申请文件均被否决。联合体成员最多不超过三家。This project accepts applicants from Consortium. Any member of the Consortium with the qualification stated in Item 3.2 shall be acceptable. Anymember of the Consortium shall neither individually participate in the prequalification on its own, nor concurrently participate as a member of another Consortium. The number of Consortium members shall not exceed three.
