On Sunday, February 28, the European Film Center CAMERIMAGE (ECFC) and the Association of Polish Architects (SARP) announced an international competition for architectural concept of the European Film Center CAMERIMAGE building in Toruń. Due to the international nature of the competition and the uniqueness of the planned architectural project realization, please include information about it in your architectural magazine. Our dream is for the information about this project to reach the widest possible group of architects who we hope will enter the competition and present their ideas. The construction of the ECFC seat, scheduled for 2021-2025, is the second largest – after the Polish History Museum – construction investment project in the field of culture in Poland. The cost of construction is PLN 600 million, of which PLN 400 million is to come from central government funds provided for in the Long-term Development Program, and PLN 200 million from the budget of the City of Toruń.
The subject of the competition announced on the last day of February is the architectural concept of the ECFC seat in Toruń along with the development of the area. The organizers expect designers to present a modern, extraordinary object, fully reflecting in its architectural expression the unfettered imagination of the authors, just as the art of film can be unpredictable and authentic. The building and its development should meet the expectations of users with a highly developed sense of aesthetics. The organizers hope that the largest architectural studios in the world will take part in this design competition, drawn by the attractiveness of the design scope, the award and the investment value. A post-competition exhibition of submitted works is also planned to present architects’ ideas to a wide audience.
The competition is conducted in a limited, two-phase competition procedure and is addressed to the international community of architects. Its results are planned to be announced at the end of July 2021. The exact schedule of the competition, its regulations and other documents needed to participate can be found on the competition’s website: competition.ecfcamerimage.pl. The jury will evaluate the submitted works according to equivalent criteria, such as, among others, the attractiveness of the proposed architectural solutions, functional and utility efficiency and the quality of the proposed rooms in the ECFC building in terms of their functionality and architectural expression.
According to the Organizer’s assumptions, the ECFC building and its development should include the following, main functional and program zones:
Festival center – a grand auditorium with a house, foyer with exclusive exhibition functions, front desks, box offices and other.
Market – exhibition and fair space devoted to cinematic products and technologies.
The House of Cinema: Museum / Art Gallery – exhibition halls dedicated to widely understood cinematic art (also design).
The House of Cinema: Cinema auditoriums – 3 projection halls of different size.
Education center – space dedicated to film education, trainings, workshops, presentations of film arts, techniques and technology.
Studio – space dedicated to film production (sound studio, wardrobes, post-production – editing rooms, etc.).
Underground garage – at level -1 and, optionally, at level -2, the viability of which should be studied as part of the design.
A grand, spacious square – in front of the ECFC Building.
Apart from these basic spaces, the building must also include their components: the foyer, a café, bars, a restaurant, cloak rooms, front desks, ECFC administration, VIP zones, conference rooms, a media zone with a press center, thematic film shops and a museum, amenity rooms, archives, storage halls, toilets, technical rooms, pathways and other.
PHASE I OF THE COMPETITION
26.02.2021. The competition announcement was submitted to the Publications Office of the European Union.
17.03.2021. The deadline for submitting requests for clarification of the individual Competition Regulations concerning the preparation and submission of applications for participation in the competition on the Electronic Communication Platform.
The Organizer will provide clarifications via the Electronic Communication Platform immediately, but no later than within 2 days before the deadline for submitting applications for participation in the competition.
24.03.2021. 12:00 noon. The deadline for submitting applications for participation in the Competition via the Electronic Communication Platform, together with all and any evidence, statements and documents to confirm the fulfillment of Organizer’s requirements.
The Organizer shall have access to the above-listed electronic documents after their submission deadline.
08.04.2021. The deadline for notifying Competition Participants about their admission to participate in the Competition and inviting Participants to submit Studies under Phase I or notifying applicants about not being admitted to participate in the Competition.
19.04.2021. 3:00 pm. The deadline for submitting requests for clarification of the individual Competition Regulations concerning the preparation and submission of Studies.
The Organizer will provide clarifications via the Electronic Communication Platform forthwith.
10.05.2021. 3:00 pm. The deadline for submitting the Studies.
The Studies shall be submitted in their electronic form via the Electronic Communication Platform.
The Organizer shall have access to the above-listed electronic documents after their submission deadline.
The Studies in their hard copies shall be submitted to the Organizer’s address, as specified in Section I pt. 1.
24.05.2021 The deadline, by which Competition Participants will be notified via the Electronic Communication Platform about their qualification to Phase II of the Competition and about their invitation to submit Competition Designs.
PHASE II OF THE COMPETITION
14.06.2021. The deadline for submitting requests for clarification of the individual Competition Regulations concerning the preparation and submission of Competition Designs.
The Organizer will provide clarifications via the Electronic Communication Platform forthwith.
19.07.2021. 3:00 pm. The deadline for submitting the Competition Designs.
The competition designs shall be submitted in their electronic form via the Electronic Communication Platform.
The Organizer shall have access to the above-listed electronic documents after their submission deadline.
The Competition Designs in their hard copies, including their physical models, shall be submitted to the Organizer’s address, as specified in Section I pt. 1.
30.07.2021. The results of the competition shall be announced on the Competition Website, and Competition Participants will be notified via the Electronic Communication Platform about the result of the competition.
If the Organizer decides to organize an official, public announcement of Competition results, all Competition Participants will be notified about the date and time thereof individually.
The Competition Jury shall consist of 13 people.

Two cash prizes in the form of honorable mentions, PLN 100 000 each, for each distinguished Competition Design
